Skirting board

A length of timber or a synthetic molding fixed along the base of an interior wall where it meets the floor. It covers the uneven joint between the wall surface and the flooring material and protects the wall from scuffs, impacts, and abrasion from furniture or cleaning equipment. In North America, this architectural element is more commonly referred to as a baseboard.
