Turn up

To make a rope fast by taking turns around a cleat, belaying pin, or bitt. On a cleat the turns are normally a figure-eight finished with a locking hitch, which holds the line without a knot and lets it be cast off quickly. Turn up all hands is an unrelated naval order meaning to call the whole crew on deck.
