Coincidental excess coverage

A primary liability policy that carries an excess other-insurance clause, so it acts as excess only when other valid insurance covers the same loss. Its liability attaches immediately on the insured event, since it would pay from the first dollar if no other insurance existed. It differs from true excess insurance, which responds only after the limits of specified underlying policies are exhausted.
