Describing a decision, rule, or action that is based on individual discretion, whim, or impulse rather than on a system of reason, order, or law. In administrative law, agency actions are subject to judicial review and can be overturned if found to be arbitrary and capricious. This standard requires that the agency action has a rational connection between the facts found and the choice made.
