Cigar

A roll of tobacco wrapped in leaf tobacco or a substance containing tobacco, legally defined and regulated as a distinct tobacco product. Under federal law, cigars are subject to specific excise taxes, health warning requirements, and marketing restrictions that differ from those applied to cigarettes. The Food and Drug Administration (FDA) regulates the manufacture, distribution, and marketing of all cigars sold in the United States.
