  1. A Latin phrase meaning "anew" or "from the beginning," referring to a fresh review of a case or issue by a higher court without deference to the lower court's findings or conclusions. When a court hears a case de novo, it considers the evidence and law as if the case had not been heard before. This type of review is common in appeals from administrative agencies or certain lower court decisions.
