Earmark

A provision in legislation that directs mandatory spending of specific funds to a particular project, location, or institution, bypassing the competitive allocation process. Earmarks are inserted by legislators to fund projects in their home districts, and they appear in appropriations bills, authorization bills, or committee reports. Federal rules require the disclosure of the legislator who requested the earmark and a certification that they have no financial interest in it.
