Appropriation

The legal authorization granted by a legislative body to expend government funds for a specific purpose. In the U.S. federal government, the power of appropriation belongs to Congress, which passes appropriation bills to fund government agencies and programs. An appropriation is distinct from an authorization, which creates a program but does not provide the actual money to operate it.
