A restriction written into federal appropriations laws that bars agencies from spending funds on certain kinds of communication. The Government Accountability Office reads it as covering covert propaganda that hides the government as the source, purely partisan material, and self-aggrandizement by officials. A violation can also breach the Antideficiency Act, because the agency spent funds contrary to the appropriation.
