Malum prohibitum

An act that is wrong only because it is prohibited by law, not because it is inherently evil. These acts are not considered morally wrong in themselves but are forbidden by statute for the public good, such as parking violations or certain regulatory offenses. Their wrongfulness derives solely from legal enactment.
