On the merits

A judgment or decision based on the substantive legal rights and obligations of the parties, rather than on procedural or technical grounds. When a case is decided "on the merits," the court has considered the actual facts and legal arguments presented by each side. This type of decision typically has preclusive effect, preventing the same issues from being relitigated.
