To present or deliver a document, argument, or piece of evidence to a court, administrative agency, or other authoritative body for its consideration, ruling, or approval. This formal act places the item into the official record and subjects it to the authority and review of the recipient. For example, parties in litigation submit briefs to a judge, and applicants submit forms to a government office.
