Atmospheric conditions that necessitate the use of aircraft instruments for navigation and control due to insufficient visibility for visual flight rules. This typically occurs when cloud ceilings are below a certain height or horizontal visibility falls below specified minimums. It is synonymous with Instrument Meteorological Conditions (IMC).
