State of ground

A qualitative description of the condition of the ground surface at an observation point, without any snow or ice cover. Observers report the ground's condition using a standardized code, noting whether it is dry, damp, wet, or frozen. The World Meteorological Organization (WMO) provides a numerical code from 0 (dry) to 4 (frozen, hard) for reporting the state of ground in synoptic observations.
