Hazard evaluation

The scientific process of determining the intrinsic properties of a substance or agent that can cause adverse effects. This involves identifying the types of harm, the target organs, and the dose-response characteristics. It establishes whether a substance is capable of causing harm and under what conditions, forming a basis for subsequent risk assessment.
