Hazard assessment

The process of determining the intrinsic adverse effects a substance is capable of causing in an organism, system, or population. It involves identifying the nature of the hazard and characterizing the dose-response or dose-effect relationship for that substance. This assessment is the first step in the risk assessment process and does not consider the actual level of exposure.
