"No action" alternative

A baseline option in an environmental risk assessment or management plan where no new remedial or control measures are implemented beyond current practices. This alternative assumes that existing institutional controls, natural attenuation processes, and any ongoing monitoring will continue without further intervention. The "no action" alternative serves as a benchmark against which the costs, risks, and effectiveness of other proposed remedial actions are compared.
