The practical certainty that exposure to a substance under stated conditions of use will not cause injury or damage. Since no substance is entirely free of hazard, safety is a relative notion judged by weighing the potential for harm against the level of exposure, and it is evaluated through risk assessment. A substance with a known hazard can therefore be handled safely when exposure is held below a level that produces effects.
