Horizontal exhaustion rule

A principle in insurance coverage that requires all primary policies covering a specific loss to be fully depleted before an excess or umbrella policy responds. This rule applies when multiple primary policies cover the same risk for the same period. It prevents an insured from selectively triggering a higher-layer policy when lower-layer coverage is still available.
