The minimum amount of a hazardous substance that, if released into the environment, triggers a legal requirement for immediate notification to government agencies. The U.S. Environmental Protection Agency (EPA) establishes specific reportable quantity (RQ) thresholds for hundreds of substances under regulations like CERCLA and the Emergency Planning and Community Right-to-Know Act. For example, the RQ for mercury is one pound, while for asbestos it is also one pound.
