Certiorari

A writ issued by a higher court to a lower court, tribunal, or public authority, requesting the certified record of a particular case for review. This discretionary power allows the higher court to decide whether to hear an appeal. The Supreme Court of the United States grants a writ of certiorari in a small percentage of the cases it is asked to review.
