Grand jury

  1. A body of citizens convened to investigate potential criminal conduct and determine whether probable cause exists to believe that a crime has been committed. If probable cause is found, the grand jury issues an indictment, formally charging an individual with a crime. Unlike a petit jury, a grand jury does not determine guilt or innocence.

  2. A body of 16-23 citizens who listen to evidence of criminal allegations presented by the prosecutors and determine whether there is probable cause to believe an individual committed an offense. See also “indictment” and U.S. attorney”.
