To stir up, provoke, or instigate a person or group to commit an unlawful act, such as violence or rebellion. This action can be a criminal offense if it directly leads to illegal conduct and meets specific legal thresholds for intent and likelihood of harm. The First Amendment protects speech unless it is directed to inciting imminent lawless action and is likely to do so.
