An official chronological record of the proceedings or actions of a legislative body or court. The Constitution requires each house of Congress to keep a journal, and the House Journal and Senate Journal record motions and votes, while the Congressional Record separately reports the debates. In accounting, a journal is a book of original entry where transactions are first recorded.
