Concurrent resolution of Congress

A legislative measure adopted by both the House of Representatives and the Senate, but not presented to the President for his signature. It does not have the force of law and is typically used to express the sense of Congress, establish internal rules, or create a joint committee. These resolutions are not codified in the United States Code.
