Resolution of Congress

A legislative measure passed by either the House of Representatives or the Senate, or by both chambers, that does not require the President's signature to become effective. There are two main types: simple resolutions, which address matters concerning only one chamber, and concurrent resolutions, which require approval by both chambers but do not have the force of law. Joint resolutions, however, are typically used to propose constitutional amendments or declare war, and require presidential approval to become law.
