Joint resolution of Congress

A legislative measure that requires the approval of both the House of Representatives and the Senate, and the signature of the President, to become law. It is used for proposing constitutional amendments, declaring war, or authorizing specific actions. Unlike a bill, a joint resolution does not become a public law number but is published in the Statutes at Large.
