War powers

The constitutional authority vested in the legislative and executive branches of the U.S. government to engage in and manage armed conflict. Congress holds the power to declare war, raise armies, and provide for a navy, while the President serves as Commander-in-Chief of the armed forces. The War Powers Resolution of 1973 attempts to limit the President's ability to commit U.S. armed forces to hostilities without congressional approval.
