Ministerial act

An act performed by a public official or agency that is prescribed by law and does not involve the exercise of discretion or judgment. The official has a clear duty to perform the act in a specific manner, without evaluating the propriety of the action. Issuing a building permit after all requirements are met is an example of a ministerial act.
