Occupation

The situation in which territory is actually placed under the authority of a hostile armed force that has taken control of it without the consent of the sovereign. The Hague Regulations and the Fourth Geneva Convention bind the occupying power to maintain public order, respect the local population and protect civilians and their property. Occupation transfers administration, not sovereignty, and ends when the occupying force no longer exercises effective control.
