Omnibus bill

A single piece of proposed legislation that packages together many unrelated or distinct measures into one bill. This legislative tactic is often used to pass a collection of smaller, less controversial items or to attach a less popular provision to a bill that is expected to pass. Because of its size and scope, an omnibus bill is voted on as a single package, precluding separate votes on its individual components.
