  1. A group of individuals selected to perform a specific function, such as a jury chosen to hear a trial or a body of judges appointed to hear an appeal. This collective body deliberates and renders a decision or recommendation on the matters presented before it. Federal circuit courts of appeals typically hear cases before a panel of three judges.

  2. (1) In appellate cases, a group of judges (usually three) assigned to decide the case.
    (2) In the jury selection process, the group of potential jurors.
    (3) The list of attorneys who are both available and qualified to serve as court-appointed counsel for criminal defendants who cannot afford their own counsel.
