Property power

Congress's authority under the Property Clause, Article IV, Section 3, Clause 2 of the Constitution, to dispose of and make all needful rules and regulations respecting the territory and other property belonging to the United States. The Supreme Court has read it broadly and without fixed limits, so Congress can regulate conduct on federal land. The 1976 Kleppe decision upheld a federal statute protecting wild burros and horses on public land.
