Quasi-municipal corporation

A public entity created by law to provide specific services to a defined geographic area, possessing some governmental powers but lacking the full scope of authority of a general municipal corporation. These bodies, such as water districts, fire protection districts, or port authorities, can levy taxes or assessments and issue bonds. Their powers are strictly limited to their statutory purpose.
