Sovereign immunity

A legal doctrine that protects a sovereign state or its governmental entities from being sued in its own courts or in the courts of other states without its consent. This immunity extends to both federal and state governments in the United States, though it can be waived by statute or by the government's actions. The Federal Tort Claims Act is one example of a statutory waiver of sovereign immunity.
