Fair-weather electricity

The electrical state of the atmosphere observed during periods of clear skies and no thunderstorms. It is characterized by a downward-directed electric field at the Earth's surface and a positive space charge in the lower atmosphere. This global electric circuit is maintained by thunderstorm activity worldwide.
