Observing systems simulation experiment

A numerical experiment designed to evaluate the potential impact of new or modified observing systems on weather forecast skill. This involves using a high-resolution model to generate a 'truth' atmosphere, then simulating observations from proposed instruments and assimilating them into a forecast model. The resulting forecast accuracy is compared to a control run to assess the value of the new observations.
