Stratus fractus

A species of stratus cloud characterized by irregular, ragged, and fragmented patches, often appearing below a main cloud base. These clouds form when moist air is lifted and cooled, or when precipitation falls through a drier layer. They are frequently observed in conditions of high humidity and light winds.
