The Resource Conservation and Recovery Act of 1976, the United States federal law that governs the generation, handling and disposal of solid and hazardous waste. Wastes from drilling, including used muds and cuttings, are exempt from the hazardous-waste rules of Subtitle C under a 1988 regulatory determination and are managed instead under state oilfield waste programs. Non-exempt rig wastes such as spent solvents and laboratory chemicals remain subject to RCRA.
