Adequately wet

A condition where friable asbestos-containing material has sufficient moisture to prevent the release of airborne fibers during handling or removal. This state is achieved by thoroughly saturating the material with water or a wetting agent. OSHA regulations mandate that asbestos be adequately wet during abatement activities.
