Zero-order design

The initial conceptual stage of planning a geodetic network, focused on defining its overall purpose, scale, and required accuracy without specifying exact station locations. This phase addresses fundamental questions, such as whether the network is for crustal motion studies, mapping control, or engineering projects, and sets the theoretical framework. It precedes the first-order design, where the approximate locations of control points are selected and the network geometry is established.
