Deemers

Provisions in state rate and form filing laws under which a filing is treated as approved when the regulator does not disapprove it within a set review period. They are most often found in prior approval systems, where they stop an insurer's filing from being held up indefinitely by regulatory inaction. The review period itself is called the deemer period.
