General employer

The primary employer that loans an employee to another employer, known as the special employer, for a specific project or period. The general employer retains a degree of control, such as the right to hire and fire, and is responsible for paying wages and providing benefits. In workers' compensation cases, liability is determined by which employer had control over the employee's work activities at the time of injury.
