The Central Intelligence Agency, an independent U.S. federal agency created by the National Security Act of 1947 that collects, analyzes and disseminates foreign intelligence and conducts covert action abroad at the President's direction. It has no police, subpoena or law enforcement powers and no internal security functions, and Executive Order 12333 limits how it may collect information about U.S. persons.
