Dillon's rule

A legal principle holding that local governments possess only those powers expressly granted to them by the state, those necessarily implied from the granted powers, and those absolutely indispensable to the declared objects and purposes of the corporation. This rule restricts the autonomy of municipalities and counties. Many states have adopted home rule provisions to grant local governments greater authority.
