Filibuster

A parliamentary procedure used in legislative bodies, most notably the United States Senate, to delay or block a vote on a bill or other measure. This tactic involves prolonged debate by one or more members, preventing a vote from taking place. In the U.S. Senate, a cloture vote, requiring 60 votes, can end a filibuster.
