Loitering

The act of standing or lingering in a public place without apparent purpose, sometimes in a way that is considered suspicious or disruptive. Many jurisdictions have ordinances prohibiting loitering, particularly when it is associated with illegal activities or creates a public nuisance. Such laws must be carefully drafted to avoid infringing on constitutional rights.
