Nonfeasance

The failure to perform an act that is legally required or that one has a duty to perform. This is a type of omission, distinct from misfeasance (improper performance of a lawful act) or malfeasance (performance of an unlawful act). In tort law, nonfeasance generally does not create liability unless there is a special relationship or duty to act.
