Refugee

A person who has fled their country of origin and cannot return due to a well-founded fear of persecution based on race, religion, nationality, membership in a particular social group, or political opinion. International law, specifically the 1951 Refugee Convention and its 1967 Protocol, defines the rights and protections afforded to refugees. States have obligations not to return refugees to places where their lives or freedom would be threatened.
