Dielectric

An electrical insulating material that becomes polarized when placed in an electric field, allowing it to store energy. In atmospheric science, the dielectric properties of air, water vapor, and hydrometeors affect the propagation of electromagnetic waves from instruments like radar and GPS. The dielectric constant of liquid water is approximately 80, while that of ice is about 3.2.
